A group of industry experts (reps of all stakeholders) should be tasked to create and maintain unified sustainable system enabling indutry to less prone to global common threats. Though ICAO is performing this role nonethless Would ICAO encourage other stakeholers ?

ICAO has been the promoter of CART Guidelines in May 2020. As you know Dr Salazar, Colombia was the country with the longuest lockdown in the world (5 months)  while you are still leading the colombian aviation transport authority. Now that you will be on the other side, what will you do in order for countries like Colombia to implemet the guidelines given by ICAO?
